Otwarty Katalog założono w miesiącu czerwcu 1998 r. Początkowo nazywał się Newhoo. Jego założycielami byli Rich Skrenta i Bob Truel z Kaliforni, jako katalog o otwartej treści, redagowany przez ochotników. W roku 1998 katalog zakupiła firma Netscape i obecnie Netscape/AOL wciąż prowadzi go i udostępnia bezpłatnie. Katalog zawiera obecnie około 4,5 miliona stron w około 750 tysiącach kategorii utworzonych i obsługiwanych przez 70 tysięcy redaktorów, w tym ponad 15 tysięcy aktywnych. W kategorii Polska jest obecnie blisko 60 tysięcy stron opublikowanych po polsku oraz 325 redaktorów - dane z lipca 2005 roku. DMOZ klasyfikuje strony internetowe według 'kategorii'.
